cache folder usage and osgEarth 3.1+

I have the following earth file...

<map name="TerrainMap" type="geocentric" version"3">
    <options>
        <terrain vertical_scale="1"/>
        <cache type="filesystem">
            <path>C:/osgEarthTerrainCache</path>
        </cache>
    </options>

    <GDALElevation name="DTED0">
        <url>D:/osgEarthTerrainDT0/osgETerrain.tif</url>
        <vdatum>egm96</vdatum>
    </GDALElevation>
</map>

When I run my application, it takes a long time before I see any elevation being available for use. This is understandable if there were no cache folder created on first time startup. However, I'm seeing the same latency every time I start up the app.

I went to the C:/osgEarthTerrainCache folder which does get created on startup. However, the sub-folder "DTED0-b5a2c7fa" is empty which would explain the long latency I'm seeing.

My question is, is the cache folder for terrain no longer being used in osgEarth 3.1+? I don't remember seeing this behavior in older versions of osgEarth using the same source elevation data file.

Does anyone have any input on what the problem is here? Is the cache folder relevant in osgEarth 3.1+?
